[patch] stop cycling desktops with scrollbutton

Hi,

as announced earlier, here is the promised patch to optionally disable
the switching of workspaces while the scrollwheel is activated over the 
root window.

The option is named "scroll_workspaces" and is on by default, i.e. 
normally switching workspaces by scrolling works. It is an option only 
available by editing fwm4rc.

The patch should apply cleanly to current CVS, if no mailer mangled the 
attachments whitespace.
