Possible xfwm4 bug

Perhaps this behavior is intentional, perhaps it is a bug. If it's a
bug, I apologize for not running latest CVS - i haven't had the time
or the leisure of potential problems to upgrade ;-)

With xfwm4 4.1.4 right clicking on a title bar of an unfocused window
allows you to move the window without bringing it to the front, and
without focusing it. Right clicking on a windowborder for the same
window (as ina  resize) does not bring the window to the front, but
does focus that window.
