I admit it, I have a hard time figuring out what you see/mean. The best
would be a step by step simple way to reproduce the problem (including
screen shots -if you have a web site to post it, otherwise, mail 'em off
list-)

There are 1 pix wide invisible input only windows on each side of the
screen when "wrap workspace" is enabled (to detect when the mouse
pointer reaches an edge of the screen), and these prevent the panel from
receiving the enter/leave events. I'm afraid that's unavoidable.
