xfwm4 compile error on cygwin

Hi,
i am not using cvs at the moment, because at my work they use an ISA server and cvs cant be used with a proxy. A solution is cvsGrab. Its een program wich acts like cvs but with proxy support. It works, but apparently not on xfce cvs server, because the program is incompatible with viewCvs-dev 1.0( program understands only viewcvs 1.0 and lower).
So you will get errors that the program cannot find the CVSROOT. So i had to download the makefile.am and makefile.in form ViewCVS
