xfwm4 compile error on cygwin

Hi,

I'll check. Haven't done any xfce compiling for a while now, too busy 
with work. It's possible that somebody added a dependency to the X libs 
recently, that hasn't been added explicitly for cygwin in the 
Makefile.in yet...
