Library version [WAS: Xfce4-commits: xfce4/libxfce4util/libxfce4util xfce-desktopentry.c, 1.13, 1.14]

Hi all;

I noticed that people tend to forget to update the library version on
bug fixes. 

I think it's a good practice to update the version number even for small
fixes such as these between releases (the lib version number is not the
same as the package version number).
