About transparency

Ok, I've added support for a <basedir>/xfce4/transparency file. The 
panel looks for a line with the format 'panel=value' and the iconbox for 
'iconbox=value', where value is a number between 0 and 100 giving the 
percentage of transparency. A value of 0 effectively turns off transparency.
