Race cond between xfwm4 and xftaskbar4

Moritz once reported a problem with the taskbar being invisible after startup 
(I also experienced this behaviour quite often). I think I finally found the 
cause for the problem. It looks like a race condition between xftaskbar4 and 
xfwm4 setting struts. I prepared a patch that seems to work for me. Olivier, 
please have a look at it.
