Chinese Traditional (zh_TW.po) Update

Hi,

I found that my patch still apply if you disregard the zh_TW
po file in the meantime; all the other hunks apply correctly.
This is necessary for the tool tip of the clock plugin to
display meaningful dates in Chinese and Japanese (and also
Korean; unfortunately I don't know any Korean).  Please apply
my patch to the xfce4_4_0 branch.

CVS HEAD uses strftime and would require a different, smaller
patch (attached).
