Default panel settings

Hi,

For a new user, the panel is now placed at the bottom of the screen.
Good. But:

- at first startup, in the panel settings dialog, no icon themes appear.
  Logout/login: the themes are back for good
- at first startup, there is no selected layer position appearing in the
  settings dialog
- when you change the panel size for a bigger one, the size of icons is
  not updated until you change the icon theme
