i understand your point of view, it brings nothing to the table but
makes Xfce respecting more freedesktop.org specs. If we change ~/.xfce4/
to ~/.config/xfce4 for 4.2 and warn the user he has to move his
~/.xfce4, it's a major release after all, (why not provide a script
doing it, or distro can make it automically) if he wants to keep all his
settings, i think it wouldn't hurt specially since some parameters
aren't the same in 4.2 (eg: xfdesktop settings). if you want to keep
~/.xfce4 for 4.2, no problem for me, i'll close the bug or perhaps you
prefer to postpone it for 4.4.
