xfce_4_0 - xfce4rc.fr

Hi,

    I noticed there is not xfce4rc.fr in xfce4-panel from xfce_4_0. I 
have translated the default xfce4rc for myself (I do a "rm -rf .xfce4" 
after some backup each time I install a new XFCE version and I find 
annoying to translate each strings every time). I might be usefull for 
xfce4-panel (it is the default xfce4rc renamed to xfce4rc.fr and with 
necessary strings translated).

    P.S. : Are the empty "Popup" tags usefull in default xfce4rc ? (I 
didn't change them, but I have found their presence strange).
