panel dock type broken

Having the panel configurable for always on top not only makes the
user interface consistent across versions, it allows people like me
to get what they want, instead of forcing a default. There are
probably a great number of xfcers out there in the world that have
this option set to how they want and I think it'd be a shame to
suddenly take that away from them when a new version comes
out.
