[patch] legacy dirs support for xfdesktop

hi again-
new patch:
* cleanups, optimisations
* namespacing of functions (not really related)
* add legacy="false" to turn off the feature (in the <include 
type="system"> tag)
* menu should automatically regenerated if a .desktop file is added or 
removed from one of the system dirs (note: but _not_ if a file simply 
changes)
