Taskbar patch to fix [XFCE 0000113]

Good morning world,

I prepared a patch to allow the user to set the width of the taskbar in 
percent of the screen width. This was requested by various (converted) fluxbox 
users. Currently it is mostly eye-candy, until Olivier adds support for 
partial struts to xfwm4 (all together: "Go, Olivier, go" :-).

The patch is quite easy, but not yet tested with Xinerama. See how it looks like:
