Changing number of SHORTCUTS from 10

I'd like to see the command shortcuts ripped out of the Window
Manager, and moved into a generic utility. I have some work for a
shortcuts utility here specifically for Xfce. Once 4.2 is out and I
return from vacation, I'll send it in.
