ok, hopefully-clever plan is implemented.  if people with this problem 
would kindly update to current CVS (it'll sync to anoncvs in about a 
half hour) and check it out, i'd much appreciate it.

for the curious: libxfcegui4 now installs "hicolor-index.theme" to 
$datadir/xfce4, and XfceIconTheme will now use that file as the theme 
index if it ever sees a hicolor directory without an index.theme file.  
it isn't any worse on my system at least after deleting 
/opt/xfce4-cvs/share/icons/hicolor/index.theme...
