The easiest solution for an rpm build is to:

BuildRequires:  hicolor-icon-theme
Requires:       hicolor-icon-theme 

This is the default fallback theme used by implementations of the icon
theme specification.
As such it provides /usr/share/icons/hicolor/index.theme and would be
present on both the build system and any system to which the 'new'
libxfcegui4 rpms are being installed.
