is PACKAGE the same as GETTEXT_PACKAGE ?
xfce_textdomain binds to GETTEXT_PACKAGE.

also, you might want to put a #error into
/usr/include/xfce4/libxfce4util/i18n.h

somewhere around the #define _

and recompile the panel
to see if/for which of the panel c files it is defined.
