xfdesktop: background list editor: "external" executable

Hi Brian,

I wonder if it would make sense to make the xfdesktop background list
editor an external executable.

I created a small prototype for an external app in pygtk ;) it needs
fairly recent pygtk (2.3.96) so far, but it works fine :)

If you find time, please try it.

if we decide to create a standalone background list editor I'd port the
proggy to C and clean it and we could add it to the xfdesktop as a
subdirectory.

If we decide not to, fine too ... It works either way ^^
