Default panel settings

Hi

Default settings for the panel is still broken:

1) Upgrading from xfce 4.0 to CVS prevents the panel to save its
position

2) Starting from scratch (ie rm -Rf .xfce4) places the panel on top left
corner of the screen. It's not in line with the usual default panel
position (ie centered on bottom side)
