Setting XFCE_DISABLE_USER_CONFIG for a isngle user on my pc

in the user home's i found the file .bash_profile and
then i add the command, the file looks like this:

# ~/.bash_profile: executed by bash(1) for login
shells.
# see /usr/share/doc/bash/examples/startup-files for
examples.
# the files are located in the bash-doc package.

# the default umask is set in /etc/login.defs
#umask 022

# the rest of this file is commented out.

# include .bashrc if it exists

if [ -f ~/.bashrc ]; then
    source ~/.bashrc
fi

export XFCE_DISABLE_USER_CONFIG="1"

# set PATH so it includes user's private bin if it
exists
#if [ -d ~/bin ] ; then
#    PATH=~/bin:"${PATH}"
#fi

# do the same with MANPATH
#if [ -d ~/man ]; then
#    MANPATH=~/man:"${MANPATH}"
#    export MANPATH
#fi

but this doesn't work for me. i use debian a debian
testing release from guadalinex, and the xfce version
is 4.0.3
