Panel patch?

Hi,

I wonder if there is any specific reason my patch against
the panel was not applied? because the other small patch,
which I summitted later, got applied. If there is some
problem or if I need to explain it more, I'll be happy
to fix the problems to get it applied, because the date
tooltip displays something that doesn't really make sense
in Chinese or Japanese currently.

BTW, the patch still applies cleanly against 4.0.5.
