workspace keyboard switching bug

Changing workspaces with xfwm seems to have been broken since some
changes were commited the other day ("Simplify key shortcut routine").

When using rv 1.208, changing workspaces using keyboard shortcuts will
basically just throw me to workspace 6 when attempting to switch to any
non-6 workspace. Once I'm on 6, trying to switch to any workspace does
nothing. 

I downgraded events.c and workspaces.c to 1.207 and everything's back to
normal.
