Placement bug in panel from current CVS

Hi all,

Another new bug in the panel: In current CVS, the panel misplaces
iteself a few pixels too high.

Possibly related the icon sizeing changes that occured recently.

To reproduce, move the panel on the botton screen edge. Logout, logon
and the panel is a few pixels far from the border.

This is particularily annoying for those using autohide of the panel.
