Window manager question

Hello,

is it intended that a window is unfocused if a window is brought on top
on another desktop? Example: Mozilla running on Desktop one. Executing 
/usr/bin/mozilla -remote 'openURL(http://localhost,new-tab)' on desktop
two unfocuses the current window but does not change the desktop.

Executing the same command on desktop one brings Mozilla on top but does
not unfocus it.
