xfce4-panel won't reload plugins

Well, I really would like to have a look at your code. I think that will
be the fastest way for me to see what's happening.

It may be a bug in the panel or something in your plugin. Like I said, I
don't really know where to start looking at them moment.

I can't see a reason why it wouldn't show up in the menu when it does
get loaded, unless perhaps the 'caption' in the control class is NULL.
