xfce4-panel won't reload plugins

Jasper,

Sorry about the delay. My school's internet was down all weekend.

Anyway, I just rebuilt and reinstalled the panel from the stable 4.0.0 
sources posted on sourceforge. The problem continues identically to 
before.  Do you want me to try installing the panel from CVS? Try to 
debug what happens when I run pkill?
