Plugin interface: Information and Version

Hello,

one problem with the panel plugins in my opinion the installed version.
My suggestion: A standardisized dialog that is shown if you right click
on the plugin and choose "About ...". The dialog should provide
following information, e.g. my netload plugin

  Name:          XFce4 Netload Plugin
  Version:       0.2.1
  Author:        Bernhard Walle
  Report bugs:   xfce-goodies-dev at xfce.org
  Homepage:      http://xfce-goodies.berlios.de

The author of the plugin should not need to write the whole dialog but
only implement an inferface that gives back the strings. This makes
writing plugins more comforable and gives a way to implement a plugin
overwiew or something like that if wee need this in future.  Of course
this is for 4.1.
