Call them panel-menus.

To me a subpanel conveys a panel like the main panel but somehow called
from it.

Hey !! Thats an idea!

How about this for 4.2:

An option for a panel-menu without labels (only icons) that is displayed
in the same orientation as the main panel, perhaps overlapping it. Now
*that* would be a *real* subpanel.

BTW, the option not to have a panel-menu was a long standing requirement
of mine (I don't use 'em). Thanks a bunch.
