It really looks like your install is broken. It might be pointing to
some old libs and/or binaries laying arround in /usr/local/bin or
/usr/bin or wherever I don't know. But I really doubt it's an xfce
problem.

Check your install, check your ldconfig, check what apps are really
called ("which xfce4-panel")
