xfce4-panel fails to load

[Net Llama!]

I just did an update from CVS, and xfce4-panel fails to load at all. 
When i tried to load it manually, i see:
** ERROR **: xfce: unable to find any icons! Please check your installation.

It was working just fine prior to the new build.  Any ideas?
