plugin paths have changed

Good evening,

The paths to the plugins have been changed:

	- MCS plugins are now in $libdir/xfce4/mcs-plugins (by default)
	- panel plugins are now in $libdir/xfce4/panel-plugins (by default)

In addition the signal handling of xfce-mcs-manager was changed, so
SIGUSR1 is working again.
