circular dependencies in xfce-mcs-manager and xfce-utils

Hi,
Because of the addition of the following lines
intp cofigure.ac of xfce-mcs-manager, there seems
to be a circular dependcies between xfce-mcs-manager
and xfce-utils modules.
I tried to compile and it gives error in configure.
