fixed xffm crashes

I've uploaded to CVS a fix that will avoid the crash, which 
 occurs when you have panel buttons with invalid or nonexistent commands
but with drawers with valid commands. 

Please note that the behaviour of xffm is to ignore any panel button
that does not have a valid command assigned to it. So if you assign a
valid command to each panel element (as it should have) everything
should be fine too.
