No problem here:

[~xfce4/xfce-devel/xffm/po]% gmake ja.gmo
file=./`echo ja | sed 's,.*/,,'`.gmo \
  && rm -f $file && /usr/bin/msgfmt -o $file ja.po

Maybe RH7's gettext tools out-of-date/broken?
