i think it's because xfwm4 and xfce4 are two separate programs,
and one could install xfce without xfwm, or install xfwm
without xfce...
so it's better not to mix them together...

if i'd install just xfwm4, i would look in ~/.xfwm4/ or ~/.xfwm4rc
for the configuration file, not in ~/.xfce4/ ...

anyway, just my 0.02$
