Yes, it does. Until xfwm4 can read your mind directly, it cannot know if
you are going to perform a single click (= show the menu) or a double
click (= close window)

So, when it receives an click event, it waits for either a mouse mouve
(= single click, so show the menu), another click (= close) or the
double click timeout (= the user is too slow or doesn't know what he's
doing, so show the menu), whatever comes first, and base the action on
this.
