Bug report: Personal keythemes not currently working but docs say they do + PATCH

Small buglet: According to the docs, one can create a personal key theme (IE
$HOME/.themes/xfwm4/custom.keys) and use that in setup.  However, when I go to
Settings | Window Manager | Keyboard and Focus, my personal key theme is not
listed there.  Only when a key theme is created in /usr/share/xfwm4/themes is
it listed in the settings.  Attached is a patch that fixes the docs.
