Panel/taskbar default setup problem(minor)

Hi:

I had an interesting experience with RC2. Since I uninstalled RC1 and removed
my personal config items for XFce4, the setup was the default just like a new
user would get,
When the XFce4 loaded, it ran "Autostart" which had a few items in it.  One of
them opened at the top of the screen _underneath_ the taskbar and, hence,
could not be moved.
I know how to fix it but I am thinking that someone new to XFce would not have
a clue.

There are several ways to avoid that situation but each requires some kind of
change to the default setup.
Here's a few: 
Put the panel at the top and the taskbar at the bottom. Use the "normal" layer
setting for the panel. Taskbar at the bottom is more common, I think.
Set the defaults so that no window will be placed in the top 26(?) pixels.
Set the default for the taskbar so that it is the bottm layer and all winows
will cover it.
Do not run "Autostart" for the initial setup.
And so forth... 

I do not think this is a RC2 killer.  Can it be changed before the release?
