I definitely vote for a bug in the mouse driver - Make sure you stop gpm (gpm -k from a console) before running X. It's not truely related to xfce, although the problem arises in xfce for the following reasons:

I've already seen this, some driver just don't behave correctly when an app change the default accel/threshold values of the mouse. That's why you don't see it with other WM, they don't change the values. 

What I don't know is if the problem arises when changing values, or just by calling XChangingPointerControl()
