RC1: version 3.99?

Hey y'all:

I am reporting " anolmalies " as I come to them. 

#> rpm -Uvh --test libxfce4util*
Preparing...                ########################################### [100%]
package libxfce4util-3.99.1-1 is already installed
package libxfce4util-devel-3.99.1-1 is already installed
file /usr/lib/libxfce4util.a from install of libxfce4util-devel-3.99.1-1
conflicts with file from package libxfce4util-devel-3.99.1-1

I knew that would happen. :(

This _is_ RC1 for XFce4-4.0.0, right?  Should not the versions be 4.0.0-0? 
If you get to release RC1, you will have to make a change to it before you 
can release it.
That is not supposed to happen, "...no changes, not even in docs... " right?

just asking...
