xfce4-session does not use any xinitrc file. It restores sessions from
~/.xfce4/sessions/xfsm-<hostname>, or if no such session is found, it
starts a default session with $sysconfdir/xfce4/default.session; you
can see the difference in splash screen usage: Starting a default
session does not popup a splash screen, whereas restoring a saved
session does come up with a splash screen on startup.

Maybe start it right before you start xfce4-session?
