Sending USR1 is the desired way to reload panel stuff. Jasper wanted
to add a "Reload" button as well some time ago.

USR1 not working is strange: You can try to compile the panel with
--enable-debug=full and look at the panel while sending a USR1 to
figure out whats wrong.
