Changes in xfce4 panel and other remarks

Hi all,

I've made quite a few changes to xfce4 panel because i18n wasn't
working properly.

Jasper, you must do a bindtextdomain() each time you run a plugin, 
otherwise, it doesn't show translated all the time (basically, it 
display correctly the first run and non translated the other times) - 
That should be fixed in CVS now.

Edscott, you fixed a typo in the code, but you need to rebuild 
xfce4-panel.pot and afterwards do a make update-po to update already 
existing po. Unfortunately that didn't work because you forgot to 
specify the charset in the es.po file so msgmerge failed. - That 
should be fixed in CVS too :)
