mouse focus broken?

[Net Llama!]

I just checked out the latest from cvs, and it looks like the mouse focus
behavior that i had previously isn't working any longer.  In my ~/.xfwm4rc
i have the following set:
click_to_focus=false
focus_new=false
raise_on_focus=false
raise_on_click=false

yet i'm not getting that behavior at all.  its requireing me to click a
window for it to get focused.  any ideas?
