An menu editor

Jasper,

	I was thinking about the menu editor as a goodie, not part of the
xfce core.  If it were to be part of the core it would naturally be GTK/C.
Really the only reason I suggested python is because I am a novice at best
when it comes to GTK/C and I was futzing around with MenuMaker today and
it seemed like it wouldn't be to difficult to use that code and just wrap
pygtk around it.
