gtk and panel theme icon size

I'm not sure I understand why the size of the icons changes when I change
the gtk theme. IOW, keeping the panel size tiny, and using the same set
of icons, they shrink or get larger depending on the gtk theme under User
Interface. Not that I could do anything about it even if I did
understand.
