Systemload plugin: Translation

Hello,

the systemload plugin translation was broken on my system, i.e. it
simply is not translated although there's a de.po translation and the
rest of xfce is translated.

So I tried to fix it and I was successful. I attached the patches and
updated the German translation, too. Please include the patches in CVS
and let me know if they are included.

It makes no sense to distribute translation files if it does not work.
