xfdesktop menu now localizable!

Hi all,

I've made a change to xfdesktop so that it uses a localized menu.xml if
available.

I've added a french version of menu.xml so that you can see what is
expected. It would be great to include other localized versions of the
default menu...

PS:  Don't forget, menu.xml has to be UTF8
